I was just wondering, when did putting streaks/highlights in hair become as popular as it is today? I thought this happened around 1997/1998, but maybe this is because I didn`t always recognize streaks when I saw them, only when they were very bold.

I know they existed as early as the 60s/70s, but were they this popular in the 80s`early 90s?

Is frosting the same thing as highlighting?

Streaks were definitely popular in the 80s in the UK, even the guys were having them. It was started by the "New Romantic" pop groups, Duran Duran being the worst culprits.
