ok, homecoming is getting really close. I want to put electric blue highlights in my dark almost black hair. The thing is, i highlighted it this summer and the highlights havent come out yet and they make my hair lots lighter than it really is, this isn`t good for the affect im going for. What do i do?!?!?! Another thing "HOW IN GODS NAME DO I GET THE WET LOOK?!?!" what kind of gell or whatever do i use. i want this stuff that glows under a black light but i don`t know if it will make my hair look wet and keep it looking wet. somebody please help me!!!!
