I love my new hair color, but I'm getting tired of my layered bob style. I'd like to grow out the length to shoulder length, but in the meantime, I need some ideas for a new cut.
I'm pretty much open as to style, but I would like something a bit more feminine, flirty, fun, etc.

Inverted bob; at least an inch shorter in the back. That will help to dismiss some of the layers and I think it would look great on you and you could grow it out from there.

Hi M2K! I'm taking you at your word that your goal is to grow your hair. My first thought, though, is that you can't do much different without bringing yourself further from that goal.
Luckily, you have the cute and interesting face that could wear what you call "flirty" shorter styles successfully, if you so choose. If you want to take out layers, you could possibly request a "wedge" style a la Dorothy Hamill. I think they look good on most women.
But if I may say it, your blonde hair would look breathtaking long. I always think that short natural blonde or red is a bit of a waste of a beautiful color. And your age is certainly no barrier. My wife is almost 50 and is adorned by hip-length chestnut locks.

P.S. Patience is a virtue, so if you really want it longer, maybe try some fun wigs until you surge past the in-between stage. Many women never go long b/c the frustrating growing stages last SO long. But you are really less than a year away now from the inception of sensational tresses. You can do it!

I think you look great too, but if you want to go longer and stick with what's in style, layers are in, and it looks like you may already have them, so you can pretty much just grow it and you're good to go.
