Does colouring make your hair feel "dirty"?

Hello. I`m curious about something: if you have a number of layers of colour on your hair, does that cause your hair to feel different? I once had a stylist tell me that she could feel the colour in my hair. I am trying to grow it out right now but most of my hair is yucky-feeling even though I use salon products and try to take care of it. Also, with my perm it`s a bit unmanageable at times and the dirty, greasy texture is not helping. Is there any possible way that I could change the way that my hair feels to the touch? And once I`ve grown it out would it be better to give it a colour boost with a semi-permanent colour rather than permanent, or should I just stick with whichever colour comes out of my scalp?
