I have a new client coming in wanting her dark roots(1 1/4 inch new growth at level 5-6) a pretty 9-10 level. She said her old sylist colored her new growth THEN went back through and hi-lited all over.
Anyone do this? Any advice would be helpful

I'm not a professional but do my own hair.  I don't use a highlift color, but a regular color with 30 vol peroxide.  Then I use a milder bleach (L'Oreal Excellence Creme Lights) to blend in a "few"--not my entire head--highlights.  I think you are better off bleaching and toning the entire head and then lowlighting to give the hair some dimension.  Just my two cents.

I agree! After more consultation, she said the opposite...hi-lite then toned. (I just couldn't figure out the concept with hi-lift then hi-lites)
And, I always like to find out what the previous stylist has done and the clients "take" on that...they may not be professionals but they know their hair.

Hi, I am a stylist and I have done this before root regrowth first, leaving the remaining hair out the foils then 5 mins before development time quickly go through middle lengths and ends, just to refresh the colour, can use a 10 vol for refresh. Easiest way is just to tone, but you still might end up with an uneven colour/tone.
