Ok, so I had dyed my hair using Ion Color Brilliance in Hi Lift Ash Blonde and since some parts were orange I used Born Blonde toner in silent snow with the crystals.  It worked slightly but it's still not the white color I want.  Should I tone again?  Can I mix developer with the born blodne toner even though it says I don't need to?

I don't think you're supposed to mix developer with born blonde toner... it could be disastrous. Maybe try the toner with the crystals one more time.
Hair either MAKES you or BREAKS you.
