Toner never seems to work on my hair to take out the brassiness... do you think this is because I have not gotten my hair light enough? Should I bleach my hair up another level and then try again?

Go to the YELLOW or Pale Yellow (Like the inside of an banana peel yellow). If your hair is healthy. Tongue This smiley looks kinda pale hehe.

I had the same problem and used a product called Second Nature from Clairol.  It is a Demi-color and is used for tint backs/corrective color in an Ash Blonde shade with Un-Red drops added in all from Sallys.  I concentrated on the root area as the ends were still blonde and was not brassy.  Or you could bleach up again to a lighter shade than tone.

I'm so afraid I'll overbleach and turn my hair into something like this...  I think this is a common fear amongst us who bleach at home!

When you do Bleach all over & recondition & are about to use a toner... The roots will take a bit longer to do ! I have to remind myself that.  I am guessing that is the red-orange/goldy stage so far you have.  One of the places people reference often for how 2 is killerstrands (google if wish to) it has nice clear photos of bleach application & tips if you haven't found any on the web yet.  If you are uncomfy get an consultation with a pro.
