So i have jet black hair, naturally, and i have tried nearly every blue-black hair dye, from Loreal's to Clairol's, and i was wondering if there was anyway to give my hair a really blue tint.

What about trying one of those vegetable dyes like Special Effects, they have quite a few blue ones and on daark hair they are supposed to just give a colored sheen.
