All over blond with highlights and lowlights

Hi everyone!

I have medium brown hair and I'm planning on going back to blond.  I've done all over blond at home before, so I think I have that process down okay.  But this time I want to have three tones with the base blond and then subtle highlights and lowlights.  I'm not exactly sure how to go about doing that.

So once I've bleached my hair to a pale yellow color, would I then go in and tone the whole hair to get it to the base blond I want, and then, using foils, go in and weave highlights in and then go back and do lowlights?  Also, what would I use to create the highlights and lowlights?  Would I be doing another double process on the highlights (bleaching and toning again), and then use a slightly darker blond hair dye to weave in the lowlights?  Or, would I create the different levels in my hair with the bleaching process, bleaching some hair more than others, and then toning all over with one toner?

I've looked all over for the correct way to do this.  Thanks for any help you can offer!!!!
