I have long curly hair with a really dry scalp. It itches a lot, but does not leave dandruff like flakes. My dermatologist and hairdresser say it is doesn't need anything but putting conditioner straight on it. I have had this problem for years and wonder if anyone has any better solutions.
I know this is normally considered a deep conditioning treatment for the length, but deep oiling can also work for a dry scalp. Many people use coconut oil and it adds a huge amount of moisture. You can find coconut oil relatively cheap at health food stores. Just melt some into your palm, massage it into your scalp, and leave it in for as long as possible (30 minutes plus) before hopping into the shower.
Conditioning your scalp could cause irritation or breakouts from the plasticky ingredients like PVP, so I normally don't do it myself, but it does work for some.
Sounds like you would be a great candidate for the "Curly Girl" routine (book written by Lorraine Massey). Anyway, the concept is to cut out shampoos and 'wash' with cleansing or clarifying conditioners and condition as usual. There are natraul clarifying rinses to be used weekly, bi-weekly or montly and Deep conditioning treatments to use, similar to the one AnaisSatin mentioned. She outlines what types of ingredients to avoid and what ingredients are best for curly hair since curly hair is usually very dry. It may help a great deal with your dry scalp. I had a very dry, flaky scalp and just eliminating products with 'cones, alcohols and excessive sulfates helped quite a bit. Good luck and let us know how it goes.

For CO washes, many people have luck with Suave Clarifying Conditioner (the "light conditioners" kind), and V05 Kiwi Lime works for some too... White Rain also has some CO-acceptable varieties.
