No it doesn't. It enrobes them in a sort of plastic sheet. It does not affect the opening of your cuticles (=damaging).

It is the straigthening done with very hot ceramic tongs that can damage it. Or any other badly performed styling technique for that matter.

PVPs don't necessarily damage your hair (but they could for some types) .. PVP is more likely to affect the scalp, not necessarily damage, but can cause breakouts or other adverse reactions. just my 2 cents
