Try, "You have very nice hair.", something casual and non-sexual, something you would say to a platonic friend. Also, please don't aproach a woman who is by herself on the street. Whenever this happens to me, my imediate reaction is fear, no matter how nice the guy is. I wish I could be more trusting but that would compromise my safety.
