My hair stops growing after a while

I'm 15, african american and I have real short hair. less than 5mm at full growth.
My hair, after about 2 weeks, stops growing. I don't have a hair loss problem what so ever but i'm concluding to myself that maybe my genes permit my hair from growing anymore

My question is, is there anyway, through any means that I could get my hair to grow? Maybe through chemicals or such? These days, herdity seems to be be outmatched .

I so very much want exceptionally long hair al la dreds, or curly long hair.

If you want your hair to grow, you have to look at certain health factors in your life, like your diet. How much protein you get can greatly affect the growth of your hair, and if you are eating non-nutritional and non-natural foods, your hair will not be able to grow on such a denatured diet. Your hair needs proper nourishment in order to flourish, because the roots of your hair are imbedded directly into the blood in your scalp and that blood is what nourishes your scalp - so feed it well! As well, you should really try scalp massage, as this will increase circultion to the scalp and will stimulate growth (this has helped for me). And you should also get plenty of sleep, as the body(and hair) cannot grow properly if the body is not fully rested. I know it is frustrating to have a hair growth problem, as I too have had one for a long time, but don't give up, just try these things and wait and see. It won't happen over night, but soon it will. Oh, and remember to condition the hair a lot. Another point is if you put lots of product on your hair, or on your scalp then make sure you let your scalp breath by washing it thoroughly every day, because clogged pores in the scalp WILL stunt growth.
