Even on this board there probably would be debate.  I agree with you that this is not a short bob.
I follow the following criteria:
Very Short hair = ears showing
Short hair = ears covered to just below chin length
Medium hair = just below chin length to touching shoulders
Long hair = below shoulders to bra length (mid-back)
Super long hair = bra length and longer
