What Home perm will give best results to thin, fine hair that ALWAYS breaks off at the scalp from beauty shop perms.

Unfortunately, fine hair is often easily damaged. Fine hair requires special care to keep healthy. You should condition after each shampoo. In addition, it is very helpful to deep condition at least once a week. Get your hair in its very best condition before applying any chemicals to it.
Your hair breaking concerns me. If you are looking to make your fine, thin hair appear thicker, there are ways to do it other than a perm.
Color is a great tool. Fine hair is usually naturally lighter in color than thick hair- so a colorist should lighten the base first. By working with the base first- your hair cuticles will absorb the color and plump up, creating a thicker feel. Then lowlights and highlights can be added to create a natural effect. Shade upon shade can be added to give a textured appearance. Deep conditioning once a week will help not only in keeping hair healthier, but also in holding any color applied to your hair.
If it is a curly look you are going for, try putting your hair in rags or even the Heatcap ( http://www.heatcap.com - http://www.heatcap.com ). This will give you great curls without the perm.
If you really must have a perm, make it an ACID WAVE. They are milder than alkaline perms and work at a lower pH to reduce swelling of the hair during the perm process thus reducing the chance of damage to fragile or color treated hair. It is a good choice for healthy hair with good elasticity, tinted hair, damaged hair, highlighted hair, or fragile hair.
Consumer Reports rated Olgivie as the best home perm and I agree. I have them for several years and gotten excellent results each time.
