It is intended to reduce brassiness (unwanted gold or orange tones) in already light hair. Usually people with bleached or highlighted hair would use this product -- and, yes, it does work to give hair a more silver or ash tone. It does NOT, however, lighten your color at all. You can get it at many drug stores, and all Sally's Beauty Supply stores.
