my hair is midways down my back. ive been growing it now for 3 years and my goal was waist lenght. now im not so sure. due to highlighting my hair is very dull looking and seems to wash me out. plus my once super thick hair is now very fine. should i keep growing or give in and cut?

I would not cut, at least until you have spent some time on this board learning everything you possibly can about conditioning, oiling your hair, etc.

Also, if you want to darken your hair, there are semi-permanent colors that won't fry it.

Read all you can here and treat your hair gently and it might recover.

(I assume you mean "thin". Thick hair (many many strands per square inch) is the opposite of thin, whereas coarse strands (big strand diameter) is the opposite of fine.) Thickness can change dramatically, but the coarseness/fineness of the strand stays pretty much the same throughout your life. In the wintertime, some people experience MASSIVE shedding (in my case, 10-13% loss) especially if it snows in your area, or there are drastic differences in sunshine between summer and winter. Or depending on genes.

Don't cut.. until summer at least, because by that time you'll know whether it's a seasonal loss.

Dull hair can also be attributed to product buildup or mineral buildup. .. you might want to try an apple cider vinegar rinse (1/2 cup ACV + 2 cups water, poured through scalp and hair AFTER shampoo and BEFORE conditioner) Or try a cold rinse as a final rinse (after conditioner)
