You section off small portions of hair across your crown (sortof like a cornrow pattern) and twist them a bit and secure them with glittery hairclips. The girl in the picture included her bangs, but I left my bangs down. I used my daughters little butterfly clips, but the article used really flashy hairclips that dressed it up.
