I've been told conflicting advice and I'm not sure what to believe. I've had my hair highlighted before, so it isn't virgin hair. Is it best to go into the salon with freshly washed hair, or is it better to go in just before you would normally wash your hair?
Also, should you condition your hair (like always) just before highlights? I just want to know how to best protect my hair?

I have always heard from colorists and hairstylists that before getting any color done it is best to come in with hair that is slightly oily -- maybe a day or two after you last washed it. But I would suggest just calling the salon and asking them personally what is best for your hair type and according to your particular stylist.
