i bleache dmy hair in 2001 and now i still have a bit color in it, i heard you can wash it out with tooth[aste is that right???

If you bleached your hair, you removed color from it. You didn't add color to it. Nothing will remove the lighter color because it is really "missing" color. If you want to be rid of it, you can wait until it grows out and cut it off, or go to a salon and tell them to dye your hair exactly it's natural color, just to cover the lighter parts.
