I used to get foils done every six weeks or so, and it really makes your hair feel like crap afterwards. Don`t brush it for a while, comb it with a wide tooth comb. Make sure for as long as you continue to get the highlights you use a leave in conditioner every time you wash your hair. Changing the conditioner and shampoo you use now might also help. (To one for chemically treated hair. )

Leave the colour for a least a week and see what you think. Usually it changes to a less bright colour, but if it doesn`t, go back and consult the hairdresser for a toner.

If large clumps of hair are falling out that means that it was overprocessed and is breaking off. This can be a disastrous situation. Use a deep conditioning treatment and if you put it on your head and then wrap your hair with plastic wrap and leave it on for an hour or two you will get better results. If I were you, I would also consult another hairstylist. You could have a very serious situation and anything that can be done to prevent further damage needs to be done ASAP.
