You need at least three months of growth. Stay away from the scissors, yes.

You could do the highlights, though. That's a big part of the look.

ah ekatherine, as i see u post alot here..

any idea how charlie gets his hair to stick so flat to his head?

ive tried endless amount of straightening and it still wont stick flat like that

Unfortunately, it looks like Charlie has the type of hair that lays flat to the head, rather than growing up and out before growing down. He straightens the ends and uses some product to get them to stick out a bit to the sides, rather than a natural slight wave that I'm guessing the ends might have.

My hair lays flat like this, so I've never been able to do volume.

I know that sometimes Asians with coarse, straight hair growing straight up will get a relaxer. That softens their hair so it lays down. I couldn't say if it might improve your chances of getting hair like this.

It's also possible that a skilled stylist might be able to thin the top to get it to behave better.

In most of the pictures that have been posted here I can see that he's got his whole head highlighted with several different shades of blond.

that is not true ekatherine!

if u have a look at charlies hair when it was short n spikey, u cud distinctively see that his hair was very thick and had heeps of volume, it grew out, not down.

its with endless effort on his hair and products that acheieves that look, plus the longer ur hair is the more it is weighed down.

i do beleibve that the shampoo u use has somtheing to do with it as well...any ideas an1?

no dude..that doesnt mean anything,

when he had shorter hair, it was styled upwards so how would we know if it lay flat on his head anyway?

he has naturally straight and flat hair im sure!
