They're the same thing. Unless it's a chemical hair straightener.

No, it's when you use chemicals to straighten your hair. Some of them do use flat irons in the process. The hair that is straightened stays that way permanently. For instance I use Phytospecific Phytorelaxer to relax my hair. You can buy it at the hairboutique shop.
