Keep  ends moisturized, to reduce split ends/breakage.

Deep conditioning to help keep hair moisturized.

Reducing heat in daily styling.

Protective Styling also helps. Buns, Braids, cornrows, twists, phonyponies and phonybuns, twistouts and braidouts are examples of protective styles.

Protective styling, moisturizing your ends (day and night), using satin/silk scarves/bonnets (or pillowcases), triming when needed, conditioning, and braids.

Protective styles, no heat, little/no manipulation and moisture. I also think protecting the hair during sleep (silk or satin headwraps or pillowcases) is key as well.

i dont know if i understand the question?  u asking if u havent been able to keep length in the past, can u grow your hair?

I am kinda confused about your question too....

The basic idea is that your hair is always growing, but if you aren't able to hold on to the ends of your hair (retain the length) then you won't see your hair getting any longer as it is growing.

Thats why I said protective styling is one of the things that has helped me the most b/c my ends are not out and exposed to damage--so I actually can keep them come trim time!  And I'm not losing them to breakage either.  Its weird, but length is almost all about what happens at the ends.

I am sorry that I was not really clear on my question. I know that my hair is growing because I have new growth and I have to get a perm, but it seems like the length is STILL the same. SO what I was wanting to know was how to keep the growth coming and to notice it not just at the roots, but also at the ends of my hair too! Hope I cleared up the confusion

You may be having breakage, that keeps you from retaining any length. That could be why you aren't noticing your hair getting any longer.

What kind of protective styles do you all prefer? I can never hide my ends completely.

All the other protective styles still have your ends out to some extent.  The other ones, braidouts/twistouts are protective in that you aren't combing or manipulating your hair as much- but your ends are still exposed.  And if your hair is longer, these styles don't really work as well for protection.
