My hair is about 3 1/2 inches past my shoulders and layered, I am getting it cut soon but I don`t want layers...the shortest layer is a bit above my shoulders.
Option a. Get it layered again
Obtion b. Cut it to my shoulders (I didn`t really want it that short)
Which one do you think and why ?

I am in the exact same situation. Every single day I contemplate cutting up to the shortest layer in a bob. I don`t primarily because my husband tells me not to. He wants hair. I also want long hair. Unfortunately, my hair has an old, bad perm on it. ANd it is sort of fine (although I have a lot of fine strands)
Is your hair healthy? Straight, wavy, or curly?
I think you may have forgotten option c-- cut it to one of the middle layers. This way you still have some length, while getting rid of some of the layering. This is what I may do.
