Okay, Guitar. First of all, are you certain it hasn't grown? Have you been measuring it? If it really hasn't grown, it could be one of two things:
1. you're in a resting phase (it will end soon, don't worry), or
2. your hair is damaged.
Now, if it's number 2, have you processed your hair (color/perm/straightening/etc.)? You said your hair is frizzy and that you wish for sleek hair. Was it sleek before and is only now frizzy? Or is it naturally wavy? If it's naturally wavy, you should stop brushing and start finger-combing or picking; that will immediately cut down on the frizz factor.
Now...(whew) If it SHOULD be sleek but instead it's frizzy, AND if it's due to chemical damage (are you taking notes on all this? LOL) then you need to:
1. Stop the chemical processing. Now, now, now!--and
2. Start treating your hair very, very, very delicately. You will find tons of advice on these boards about how to care for damaged hair. Try COing (condition-only)...do a search for different methods. Shampoo less frequently. Never, ever brush when it's wet. At most, finger-comb or wide-toothed-comb it while wet. DON'T use a blowdryer. Start experimenting with leave-in oils (in tiny, tiny, tiny amounts). Look for moisturizing conditioners but be careful of protein conditioners. These are not the same thing, and protein conditioners, though great once in a while, can actually lead to dryness in the long run on already-damaged hair.
