Hi Timothy, not sure if this will help. I think there are too ways to achieve this with different price levels. The first is to get it done professionaly show them the picture and they would probably either a. use a curling irons or b. add a soft perm to your hair. About the colour I would suspect you would have to possibly bleach, then dye or use a stabiliser to avoid a bleach blond affect, as I think the man in the picture has a more natural blonde look than bleach alone would give. Again this could be done at home or in a salon, but for colour I think a salon would be safer unless you are confidant you can do it yourself well or someone you know can. Altough with coluor I think you should get some else advice first as I don't know everything about it and have given you advice on what I think would work but I think it would be safer if someone else either agreed or corrected me on this just to make sure, as I would hate to be responible for your hair colour turning out wrong because I didn't guve good enough advice, sorry about that.
A final way of achieving waves in your hair would be to use a mouse the gives curl control.Most brands typically offer three types of mouse, one for shine, one for curls and one to add volumne.
