Hi, Mom has basically 100% gray.  None of the permanent shades seem to stay for any period at all.  SHe only uses grocery store permanent colors  in dark brown shades.  Any tips?

Well the darker she goes...the easier it is to detect the roots.  Maybe go lighter. 

Can she go to a salon?  They can usually find the best solutions.

Would she consider just leaving it salt and pepper...some people look really great that way :)

I use L'Oreal Féria on my mom's hair and it covers her grays awesomely -
doesn't fade either. Some people don't recommend Féria simply because
it's harder to get out than other dyes (it's a direct dye, NOT metallic,
which is the word on the street) but I highly recommend it because it will
cover your mom's greys and stay there.

Definitely I second the suggestion for going lighter.  Grey hair dyed over very dark usually just washes a person out.
