Does anyone know how to do this? If so, could you please tell me? I really want to have my hair like the hair in this picture, im assuming that it's teased and back combed? Could someone explain how to get this look?

First her eyebrows are FREAKY! Second, yes she did use a backcombing
technique and it does damage the hair. You can probably get that same
look with putting your head upside down. Then spraying hairspray in the
back where it needs it and letting it dry. Course you will have to
flatten your hair a bit since you will be a big poofball when you put
your head right side up again.
