I may want to use a toner but I am not certain as to what they do. 

I may want to use it because my hair is too orange after getting some purple out of it from using a crystal clarifying treatment (I dye it blonde, I am naturally durty blonde).  I want to be a white blonde!

What do you think?

Toners adjust the color slightly, but don't change it very much (adjusting the tone of it so to speak).  If your hair is blonde, but has an orange tone, that is a bit unusual and I don't really know what to tell you.  My inclination would be to tell you that if you dyed your hair blonde (all to the yellow stage, past orange) and you've got this stuff that turned orange on top of that, that instead of using a toner you should probably use something to remove the orange over the top of it, then dye or tone it to your desired color after that.

Hi hair trouble,

I've been a hairstylist for 15 years. If you have yellow blonde hair and you want to get the yellow out and still keep it blonde the toner will make your hair some what of a sandy shade of blonde with no yellow in your hair the toner will take the yellow out of your hair. That what a toner does. A toner works right away you don't have to wait for it to change the color of your hair so if you decide to use a toner read the directions on the bottle carefully you don't want to get the wrong shade of blonde if used incorrectly. Usually used when you've bleached to pale yellow/inside of a banana peel color.  A violet or blue toner will counteract the yellow & take you to platinum blonde. (eg., Wella toner  White Lady or their highlift Frosty Ash)
