Ok, so I bleached my hair (it took 2 applications) and now it's that pale  yellow color.  Can I apply a permanent color to  it now, or does it have to be a demi permanent color?  Some people look like they suggest applying a protein filler and a demi permanent dye.  What do you guys think?

Hi,
what colour are you going for?  Protein filler is a good idea because your hair will be more porous now you've bleached it, and demi or semi dye will probably be safest to use, depending on the colour you want to achieve.

I would like to have a light ash blonde color, but none of the otc demis have a good blonde color

I should think with blonde shades permanent is ok over bleach, with toners etc...
but then again I'm a brunette lady, so if I were you I'd wait for one of the lovely blonde ladies here to give you some help

You still may have to use a filler. Permanent color should be just fine, but PLEASE strand test before doing your whole head! You may end up too ashy on your ends. Also, deep condition upon your LAST washing before you apply the color.....a day or two is better on your scalp.

Since your hair will tend to be a bit orange, darker ashy shades of blonde will look better since they’ll cover up that orangey color and tone it down."..

is it true that you can color at a light orange stage?  If so, it'd save me from one bleach application.

At the orange stage, you can go a darker blonde (like a level 6 or 7).  If you want a light blonde, you have to go to yellow.  This is from the Clairol Professional website.  Think about the color you want and then lighten your hair to the appropriate contributing pigment level.
