This is now my second loss of hair in nearly the same location. The
last fall took place two years ago. It grew back within a year and I'm
just wondering if I should worry or if it's something I should just not
stress about. Any suggestions for stopping the freak out that comes
with the loss?

Also, how to deal with the funny cowlicks that come with regrowth?
Should I cut it?

Have you been checked at the doctor to see what caused the hair loss?  If you find out what it is and what kinds of treatments might be available, that might help stop the freak-out; it's probably just the not knowing that is making you so nervous as it is.

For cowlicks, just try to stick them down with product until they grow long enough to lie down on their own.  Eventually the weight of the hair should help keep it down on its own.
