I had light blonde highlights over light brown hair. I then used white beige toner and it turned my hair really light blonde with a little white in it but it wasn't the white beige I was expecting. I left it on for about 7 minutes.... I don't think that was long enough? What do you think? I am going for a whitish beige blonde look.

Do you think that if I use the same toner again and leave it on for 10 minutes I will have that effect in the pics?

Toners cannot lighten, but they can tone down brassiness, so to answer your question I cannot see how it could do anything more except deposit a bit more colour .

Yeah, I expected it to tone and deposit color but it seemed to make my hair brighter and less orangey, my hair is already pretty light but I thought it would tone my hair to make it a little cooler and whiter (because it said white beige) so I'm thinking I will leave it on longer

The white will brighten up a bit & leave it on longer for sure just watch it & wipe a strand clean to see what colour it has toned down to every few minutes.
