I've heard this term used several times, but I'm not sure what it is, exactly.  I know what bangs are, obviously, but how are side bangs different from hair that is just combed down the side of the hair (like someone with longer hair would have)?

a Side bang is for someone who parts their hair on the sides of their head either the left or the right. The part is where the bang begins and it's angled to the side the part is moving towards only and blended into the side section to give it a swept to the side look. It's very attractive and seductive look for women who are looking for a change but don't necessarily want short bangs.
