My natural hair color is dark brown but I have a lot of light blonde highlights in my hair.  I'm thinking of going to red.  Should I dye it back to brown and then go red or dye it red over the highlights?

Any help/suggestions would be appreciated.

 Yes,red first.Otherwise you will have a problem like I did. Just brown over blonde (highlights) will turn green. Sounds lovely,let me know how it turns out. I just did mine red-brown too and I love it.
