I was under the impression that Paypal would handle dispute resolution independent of eBay but I've never had to use it (fortunately) so can't say for sure.

Do you have emails back & forth?  Provide them as evidence to your bank, I'd think they'd want to help you out.  You could also try the Better Business Bureau/State Atty General's office & file a complaint.

So sorry to hear of your experience and wish you good luck.

You also may want to think about filing a claim, or at least informing her you plan to take action pending the PayPal result.

I had an Issue with Paypal/Ebay.
Still working on it for the past 2 months.  Paypal "Belives" that disputes/resolution be arranged between Seller and Buyer, so they have you exchanging messages to one another until you get tired, you know the seller have the open hand when is like this,  cause they can ignore your messages. To buch Blah Blah Blah, no money yet.
That is the downside of Paypal, you realy lose on things like this.

<<<This is my opinion based on my experience, any other person with great experiences in this matter is mostly welcome to give some light to this topic>>>

Definately contact Paypal.....it's an excellent company. When in a dispute they will freeze her account. That alone will make her want to give you your money back!

You should definetly contact the BBB and file a report.  They will also help you get your money back and it's a great way to warn other potential customers of their business practices.

I have had experience going through diputes with paypal however it was a bit of a different senario - someone had else had made a fredulant purchase with my credit card. I can tell you that they handled it very quickly and very professionally, I called their phone support at about midnight (eastern time) and the person I spoke with was very understanding and really helpful. It was the only false charge on the credit card so it was sort of an odd situation, it wasn't even for a large amount (20 bucks), but he didn't act any differently than if it was thousands of dollars. Anyway, they are a good company and should be willing to work with you. I would advise calling them rather than contacting them by e-mail, the number for disputes is on their website.
