That's what I think they call it.
Can anyone please explain why every hairdresser insists on cutting an annoying dangley bit of hair designed to hang in my face even though I always ask them not to?
I can't tell you just how annoying it is...

Also, can you tell me what to say so that they won't do it any more?

My wife has the same problem.  She tells them before anything is done that she wants to grow her bangs but they always cut them.  I think the stylist gets caught up in the moment and just keeps cutting; I mean, she only getting a trim so the stylist in the midst of talking about this and that just cuts the bangs because he forgot.
 
I've told to to remind him when he gets her bangs in his hand but she always forgets too.  I think that is the only way it won't happen though but you'll both have to remember to remind the stylist about the bangs.
