Not always or permanently, although plastic bristle brushes will get really hot and may semi-melt if you leave them under the blow dryer for an extended amount of time.
If you need a soft brush, buy a soft brush.

If it's plastic, it will semi-melt when hot and harden when it cools. If it's boar, then. . . wait a minute. Why are you asking about blow drying brushes?
