I have straight, poofy, dry hair that never behaves.
I've tried growing it out, and it just gets really poofy and in the
way. Styling it is really not an option because it doesn't behave at
all. When i cut it short, on the other hand, many of the hairs stick
straight up. It probably sticks up because i towel dry my hair, but i dont
want to blow dry my hair...
I use Pantene Pro-V 2 in 1, and it doesn't seem to help much.

What should i use on my hair, and how should i cut it?

I know it's been a while since you've been on here but the best thing to do with poofy hair is to relax it with a relaxer. I have poofy relaxed hair too but what try to do to deal with it is I try to use a deep conditioner on it twice a month, and then use styling creams like from Garnier Fructis. It really helps me, and I stay away from the blow dryer. I hope this helps you.
