Can anyone tell me what a toner is exactly? Does it slowly fade (or wash) out? When would someone use a toner?

Does it harm the hair?

I thought it was a temporary color (with no chemicals in it), that is meant to had shine and some color, but will wash out completely in just a few weeks?
Am I right, wrong?

help;
thanks:)

Do you need it for blonde hair ? if so scwazkopf has a blonde toner same stuff as magic silver white but  the scwarkopf one has conditioners added though its not recommeded for highly bleached or porous hair ,if you have  light brown to black hair and want to brighten up the color of your hair then yes you can use the schwarzkopf temporarys to brighten up your color but it does fade after a while but if its damaged it tends to go darker and stay on longer.

but if you want the colour to last bit longer you can try new loreal casting it lasts round 28 washes I used this one  http://www.lorealparis.co.uk/minisites/casting/ - http://www.lorealparis.co.uk/minisites/casting/  in dark blonde though i cant find it on their site you can get it and im quite happy with it my hair is naturally light medium brown but i had few highlights that were too light so i just used that to tone it down and blend it in its bit darker that what I thought but its started to lighten and you can still see the highlights looks alot more natural and healthier

According to the Clairol website

Toner
A light and delicate haircolor for use after hair has been decolorized to a specific degree of contributing pigment. Toners are completely dependent on a preliminary lightening process that leaves hair light and porous enough for the toner to have effect.
