My brother has brown hair (level 6). He wants it to be about a level 8 (light golden brown) with white blonde highlights - similar to David Beckhams awhile back.

How would i go about doing this? can i dye it the level 8 colour and then do the highlights? or will the highlights turn out the wrong colour?

Tone on tone.  Yes you can dye the hair two levels lighter, then use a gentler bleach, like L'Oreal Excellence Creme Lights to add a few highlights.
