You need to apply the bleach again. The reason for the orange is that the bleach was taken off too soon, or only applied once. You want to go...platinum? Honey? Beige? Natural? Do you know what level you would like to go?
This tells us how much underlying pigment to leave in the hair. As a general guide: Platinum: very pale yellow Honey: pale yellow Natural: orange gold etc etc etc...
Then after this process you tone, with a blue/violet based toner for platinum hair...etc
Puttign a blonde dye on top will not help. You will most likely have even more orange. You need to lift more pigment.

Natural blonde, i'm guessing a level 8 or 9?
Yes you can apply the toner now, in the colour you want. The violet conditioners won't do it. You need a DEMI PERMANENT dye. Try Color Touch (amazon.com) in a colour you please, i'd suggest 9/73 Soft Caramel. It's a natural beigey blonde. Really pretty.

Apply the violet toner see what colour you come up with. Schwartzkopf silver shampoo are fab, and available at sally's and you can apply this toner every day to get the desired results.

If you're only going for natural blonde color, then go ahead and apply that violet based toner. It will tones down any bits of brassiness in your hair that is left over from bleaching. When I aim for cool blonde level 8 or 9, I always use blue-violet based toner to reduce brassiness.
