I've had my hair dyed light blonde, with light highlights and a few pink streaks round fringe. Can I dye over it? Little concerned one may be bleach.. would this impact it?
 
Thanks, clearly I don't have a clue!

If your hair is still yellow at all, you can throw a dark ash blonde over it (these tend to have a violet base that counters yellow). Your pink streaks may come out a bit orangy or violet though.  Best to test strand before you do your whole head to be sure.  Test strand all three shades of your hair, the pink, the highlights, and the darker blonde shade. 

If your hair is not yellow, but is more white, definitely test strand, and consider getting a protein filler at a beauty supply shop and using that first. 

I'm confused about what you are asking about bleach.  You won't need bleach to go from lighter to darker like this.  If you bleached in the past, and you are concerned about breakage, your test strands will tell you how your hair will come out after another dye job.  If there's too much breakage, don't dye.
