What you are describing is Colour Correction and it's most hairstylists nightmare!!! They will say they can do it, but they won't want to, and they will charge you through the roof!
I say, if you want to do this at home, get a semi-permanent hair colour (professional one like Matrix Colour Sync or Redken Shades EQ) in a Level 5 (will turn into a Level 4 on you).
Now, think really hard whether you want highligths or not, because if you do, then you need to do them BEFORE you colour your whole head darker! The highlights will come up easier and more brilliant, if you do them FIRST -- also you won't be trying to cut through colour and will be less damaging.
I would recommend you get a highlight kit (Revlon Frost & Glow is a good reliable one) and just foil in a few pieces around your face. Rinse it all off, then put heavy conditioner on them and foil them back up to get them out of the way. THEN apply your semi-permanent brown colour.
You only need colour remover if you want to go lighter, otherwise you can skip it!
Let me also say this: it would be 'safer' for you to just do the highlights prior to your event, then do your head brown because making a big change like this is not smart before a big event. if things go wrong (and they can in a salon as well), you are stuck with hair you hate! The highlights will lift you up and brighten your look and hide some of your different colours.
