She's a 24 year old Japanese actress who is currently advertising her new movie, "She Cyborg." She's always had long hair, but it looks very short in the most recent promo pictures:
In "She Cyborg" she looks like this: 
A bob then and not so short as the promo--but if we look closer at the promo it looks like her hair is probably still in the same bob:
