Hi! I have natural light brown hair, (I'm not sure what level it would be classified as) and I have been dyeing it for about 6 years now. It has been all sorts of colors, ranging from black to white to red to pink, etc.
At the beginning of this year I had dirty blonde hair on top, with a lighter mahogany brown on the bottom layers of my hair. I simply got bored with the color about three or four months ago and decided to go all dark brown, around a 3 I suppose, and hated it. I then lightened it with out of the box haircolor, because I figured slightly lightening it would help reach desired color for when I decided to bleach it later on. Here recently I have been wanting to dye it ALL light blonde, something like this:

I was afraid to dye all my hair at once, so I decided to go with streaks instead. I put a few streaks in the back, and pretty much did all of the front of my hair, if that makes ANY sense. :| This was about a month or so ago.
I used one pack of Wellite Powder Lightener, and 2 ounces of 20 vol. creme developer. The overall result was actually okay, the only trouble being that it came out yellow/pale yellow (not orange) in some areas, and I believe that it would have looked better if I would have just went ahead and done the whole thing (I believe the color blonde that I achieved and the rest of my medium/light brown hair don't go together, making the overall color look,well,...trashy?) The color is okay I think, minus the yellowish tones.

And I am now wanting to use the same wellite lightener on the rest of my hair to get it all about the same color (and probably cut it shorter), but I have some concerns:
1.] What should I use after the wellite lightener? Toner? If so, what kind?
2.] What is the REAL difference between toner and dye? Will toner be enough or will I have to use dye?
3.] Should I cut my hair shorter before or after I start to color?
4.] ...honestly, does the blonde suit me?
I had a mental list of much more questions, but those are my main concerns.
Any help would be appreciated, thanks!
