I wanna give someone golden blonde High lights with the foil ...their natural colour is a medium brown and about 1 inch of the roots is brown and the rest is light blonde...now would i have to do the roots first in the foils or just put it all over the hair (dark roots and light ends)?

I would do the dark brown roots first, then put it on the blonde parts near the end of the time.  Do a test strand to make sure you get the timing right or she could wind up with white ends and orange roots.
