About a month ago I bleached my hair out to a very light blonde in one try. My natural color is a medium ashy brown. I now have about an inch of roots, and I plan to dye my hair a reddish medium brown. I'm wondering how I should handle the roots? Should I put the color on the roots first for a bit before adding it to the blonde part? I'm guessing the length of my hair will soak up the color quicker, whereas the roots would turn out a different color if I put it all on at once for the same length of time...

No do it the other way around. Apply the colour to mid lengths and ends first, then apply the colour to the roots last, as it new hair growth, plus heat from your scalp will develop the colour quicker, apply to the roots about 15 mins before developing time ends.
 
I would also advice a strand test before applying the colour to you whole head, this will let you see the finished results. Oh and mind a skin test 24-48 hours before hand.

use a protein filler to even out the porosity of all your hair.
