Hi back and welcome.
If you applied the Garnier True Red on top of the Loreal but the sides did not take it's possible that your hair in certain areas on your head are overporous and have become coated with the original haircolor formulation you have been using in the past.
It's possible for haircolor to build up over time depending on the porosity of your hair. If this is the case, applying another application will net the same results (uneven absorption). Saturating may not be the answer either.
If you really wish to change your hair color hue you may be required to strip the existing color and start over with the new color you like.
If you have access to a professional hairdresser who does your hair you may wish to consult with them to discuss your hair at length and address the reasons the new color did not take.
