To get a bright color like this, you'd have to have light hair to start, or lighten it, so the color can be bright, you would have to use find some semi permanent colors, like the ones sold in grungy/punkish stores, I forget their name, and you should re apply the color regularly, to keep it really bright. I had very very bright red hair many years ago, and I had to maintain the color very very often.
It is important to have a light base to work with or it won't be vibrant.
Ok, then for the extensions part, you can either pick a very light blonde remy human extensions, like some 613, and try coloring it. Be careful though because some extensions hair is harder to color, because they have some sort of coating on them, and the dye used to color them is an industrial kind, that doesn't allow change. Although if you're only going to deposit color on the extensions (versus a permanent color that goes in the hair pigment), then it probably wouldn't be a problem.
To make you life easier, you might want to use some synthetic hair though, which color would not bleed. A big plus for bright colors like these.
There are a few good synthetic hair brands out there, but they don't all carry bright color like the blue you want. Wawa is one of them. Definitely dig up the old posts on the hair extensions forums to use something that has been tested and approved before. Tanhair's synthetic hair is supposed to be really nice, but I am not sure she carries bright colors like that.

I would definitely pick a synthetic hair that can take a little bit of heat, it would help you especially if you're gonna to want to style it a bit when you go out. Styling helps a lot with blending your own hair + the extensions too.
So in short: lighten your base, use a semi permanent color to deposit on your hair, and maintain the color carefully.
And some heat resistant synthetic hair that has a good reputation.
